PostGIS Topology will go prime time with version 2.0 of the spatial database extension.
A Geometry to TopoGeometry converter would be the easiest way for users to get to full speed with the new support.
The new function will need to be squeezed in before end of December, or won't make it into 2.0 and will have to wait months before coming out.

There's a lot of room for optimization so be aware about feeding it big geometries. Avoid batch processing of whole tables in a single transaction or you'd loose the advantage of incremental population this function introduces.
