Musicians want to remix. Thanks to CC they can do this now without the need to worry about the GEMA. If CC-Licensed works could be GEMA-'protected', remixing would return to where it was before CC because you would need to contact every CC-artist if he is member of the GEMA or not. There are some venues who only play CC-music so they don't need ot pay the GEMA. If If CC-Licensed works could be GEMA-'protected', they would probably drop that policy because they'd have to pay GEMA again unless they do an exhaustive research on the tracks they're playing. Young people like to share music via P2P or directly on their blogs and homepages. Thanks to CC they can do this legally. If CC-Licensed works could be GEMA-'protected', they'd be in danger of prosecution once again. Some bookers only book bands who offer CC-material to save GEMA costs. The list goes on and on...
