The 2011 Census should treat the White ethnic English in England no less favourably than 'White Irish' and 'White Gypsy or Irish Travellers' AND the White Scottish ethnic majority in Scotland, and provide a separate tick box to record their ethnic identity as 'English' for those who wish to do so.
